THE DEVELOPMENT OF THE ELECTRONIC DECLARATION ANALYSIS SYSTEM BASED ON RISK INDICATORS IS IN PROCESS

The Commission on Ethics of High-Ranking Officials of Armenia is currently implementing the system of electronic declaration analysis based on risk indicators. In this regard, the Ethics Commission team participated in “Conflict of interests, asset and income declaration regulations in Armenian public sector” seminar organized by the World Bank in order to further develop its capacities of asset and income declaration analysis.
Working discussions with the World Bank international experts specialized in asset declaration systems were held during this seminar. The Ethics Commission’s delegation was also hosted by Frank Heemskerk, WB Executive director for Armenia, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Georgia, Israel, Macedonia, Moldova, Montenegro, Holland, Romania and Ukraine. The achievements and challenges of the Ethics Commission as well as the current initiatives and prospective of ethics system development were discussed during this meeting.
Meanwhile, the Commission on Ethics of High-Ranking Officials of Armenia has established cooperation with the Anti-Corruption Office and the Federal Administration of Public Revenues of Argentina. Within this cooperation, the Ethics Commission studied the activities of both the Anti-Corruption Office and the Federal Administration of Public Revenues of Argentina, Argentinian system of asset declaration and publication, declaration data verification mechanisms, regulations on illicit enrichment issues and conflict of interest. Issues related to corruption prevention tools and increasing the effectiveness of their enforcement, as well as current challenges of successful combat of corruption problems were discussed with Argentinian colleagues.
