THE COMMISSION ON ETHICS OF HIGH-RANKING OFFICIALS, WITHIN THE FRAMEWORK OF SIGMA PROGRAM (A JOINT INITIATIVE OF EU AND OECD), CONDUCTED A WORKSHOP ON DRAFTING A CODE OF CONDUCT

The Commission on Ethics of High-Ranking Officials participated in the workshop conducted within the framework of SIGMA program (a joint initiative of European Union and Organization for Economic Cooperation and Development) on drafting a Code of Conduct for high-ranking officials from August 16th to 19th, 2014, in Aghveran. The event was also attended by Alessandro Zanotta, representative of the Delegation of European Union to Armenia, Xavier Sisternas senior adviser of legal framework and civil service management of SIGMA program and Annes McGoogan, project coordinator. The invited experts were Aive Pevkur, PhD in the Tallinn University of Technology and Timo Moilanen, Public Administration Specialist at the Ministry of Finance of Finland. The European practice of actions preserving and promoting ethics in public sector, creating codes of conducts, responsible bodies for their management system and accountability measures were discussed at the workshop. Problems related to the public sector ethics in Armenia as well as possibilities of applying best practice of European Codes of Conduct were presented during the seminar. At the end of the workshop, agreements were reached on the next steps of drafting the Code of Conduct for high-ranking officials.
