 The Corruption Prevention Commission will introduce a new electronic reporting system. In a conversation with "Armenpress" the head of the declaration analysis department of the Corruption Prevention Commission Karen Hakobyan mentioned that the introduction of digital technologies will make the prevention of corruption more effective.

According to the latter, the current electronic declaration system was created about ten years ago. With the increase in the number of advertisers, the information presented in the declarations, the current system is now operating in an overloaded mode, the declaration process is largely controlled by mechanical work, which requires additional resources, the risk of possible mechanical errors.

"The modernization of the system is greatly aimed at automating and simplifying the whole process of declaration-analysis. In particular, filling out a declaration will not be a "headache" for declarants to fill in all the required fields at once, to think about possible omissions, whether any data subject to declaration has been omitted in the process of filling out the declaration. This will solve two problems at the same time, as it is envisaged to send a message to the given structure with the help of one button to review and correct the data in case of detecting inaccuracies as a result of automatic download of data from electronic databases, "said Hakobyan.

In the process of preventing corruption, Hakobyan considered it possible to emphasize state-private cooperation in the IT sphere. A well-established local organization in the field of IT has been selected to create a new electronic system, and as a result of continuous cooperation, everything possible will be done to achieve maximum results.

Hayk Manukyan, Synergy Armenia's PFM Domain Program Manager, noted that the new digital system will enable the declaration process to be improved, in particular, it will make it easier for declarants to fill out declarations, and declaration analyzes for relevant specialists.

According to him, at least tens of thousands of people annually submit property income declarations. It is not realistic to fully control and analyze them, to verify them one by one.

He emphasized that the system has several tasks․

"The whole process will be automated, there will be an opportunity to automatically download the declared data from the electronic databases of different departments, the declarant will not have to fill in the same data every time. "The system will allow to develop and have automated reports built on specific conditions, will ensure maximum transparency and accountability, as it will be possible to download the data to be published in real mode, to carry out analysis based on them," said Manukyan.

According to him, the analysis of declarations is currently carried out by entering the required data mechanically into semi-automated programs. It will be possible to make the process of analyzing the declarations even more effective. The system will be as free as possible from selective approaches conditioned by the human factor.

"The commission will have good tools for analyzing the database. The system will allow the media or just interested people to easily do their searches, perform certain analyzes, that is, receive reports, create to find what they want. We will have tools so that people can easily analyze, for example, those who have a car more expensive than the X price, instead of opening it and looking at it. "Now the system is in the design stage, it is impossible to specify how many tools we will create," said the program director.

He mentioned that international experts are also involved in the program, who, based on international experience, are able to give advice.

According to Hasmik Martirosyan, Chief Operating Officer of Synergy Armenia, they are creating systems to digitize the work of governments or large NGOs around the world. He assured that they are very happy that the systems provided by them significantly improve life in those countries. Similar systems have been created in 86 countries around the world, changing the public life of those countries. As their technological potential is in Armenia, it is very important for them that the products they create will be used and useful in Armenia as well.

"I think this system, on which we have just started working, will be the introduction of our mind and technology in Armenia. Armenia will benefit a lot from it. "Other systems have been created for Armenia," Martirosyan said.

Relevant contracts for the introduction of such systems in the public sector are provided through the public procurement process.

They have to participate in competitions,  in case of winning the contract is already provided to them. Martirosyan emphasized that due to technologies they strive to have a positive impact on the life of the society, becoming reliable and competitive. Having gained great experience in creating such systems in different countries, the Armenian office of the company assures that they have great opportunities to win in such competitions.
