“PUBLIC SECTOR ETHICS IN ARMENIA AND EUROPEAN UNION” CONFERENCE

The Commission on Ethics of High-Ranking Officials of Armenia has been actively cooperating with the Organization for Economic Co-operation and Development (OCED) within the scope of SIGMA program since 2012 and organized “Public Sector Ethics in Armenia and in EU” conference on April 19, 2013 where European ethics systems of public sector and their development experience as well as possibilities of implementing those in Armenia were presented. Traian Hristea, the head of EU Delegation to Armenia, opened the conference mentioning the importance of building public trust through the development of ethics system. Emil Babayan, the chairman of the Commission on Ethics of High-Ranking Officials, delivered a detailed speech about the achievements and gaps of ethics system including the legislation on property and income declaration, conflict of interests, ethics rules, the capacity of the Ethics Commission and others. The opportunities of solving the issues related to the public sector ethics and the perspectives of ethics system development were discussed at the event.
