Workshop on \u201cEthics and Prevention of Corruption” took place within the framework of the second phase of the Council of Europe\/European Union Partnership for Good Governance (PGG).<\/span><\/p>\n

The members of the Corruption Prevention Commission, the Executive Secretary of the Council of Europe for the Group of States against Corruption (GRECO), High-ranking CoE officials and international experts, representatives of the legislature, the executive, the judiciary, and civil society, organizers of public administration system of ethics<\/span>\u00a0<\/span>p<\/span>articipated<\/span>\u00a0in the workshop.<\/span><\/p>\n

During the workshop, the draft rules of conduct for public servants\u00a0<\/span>developed by CPC was discussed<\/span>\u00a0<\/span>with the participation of stakeholders.<\/span>\u00a0<\/span>The participants were introduced to a common\u00a0<\/span>perception<\/span>\u00a0of code of conduct,<\/span>\u00a0<\/span>the mechanisms to introduce<\/span>\u00a0it, which will form proportional and identical behavior throughout the public service.<\/span><\/p>\n

In her speech,<\/span>\u00a0the CPC Chairwoman Haykuhi Harutyunyan\u00a0<\/span>noted<\/span>, that the Code of Conduct aims to prevent potential corruption risks, such\u00a0<\/span>as conflict of interest, compatibility with any other paid job, except creative work, other paid work and other restrictions, such as joint work with kinship, etc<\/span>.\u00a0<\/span>\u2019\u2019T<\/span>hese are new rules introduced in a completely institutional way, through which the work of a public servant becomes more<\/span>\u00a0<\/span>free from the risks of corruption, but also accountable<\/span>\u2019\u2019<\/span>.<\/span><\/p>\n

Representatives of the European delegation<\/span>\u00a0underlined<\/span>\u00a0Armenia’s determination\u00a0<\/span>in showing zero tolerance for corruption<\/span>\u00a0and effective mechanisms<\/span>\u00a0to prevent corruption<\/span>\u00a0<\/span>and expressed hope that Armenia’s experience can also serve as an example for a number of other countries.\u00a0<\/span>Representatives of the European delegation noted that the risk of corruption has decreased<\/span>\u00a0<\/span>in\u00a0<\/span>those\u00a0<\/span>countries where standard rules are applied effectively<\/span>.<\/span><\/p>\n

\u201cArmenia has made progress, but that does not mean there is no place to work.\u00a0<\/span>T<\/span>o succeed in the fight against corruption,\u00a0<\/span>I<\/span>\u00a0think we must first raise public awareness, have well-established institutions, and\u00a0<\/span>strong will\u00a0<\/span>to go all the way\u00a0<\/span>to the end<\/span>,\u201d said Mustafa Ferat<\/span>i<\/span>,\u00a0<\/span>the\u00a0<\/span>Head of the<\/span>\u00a0Economic Crime Cooperation Division<\/span>\u00a0(ECCD)\u00a0<\/span>of the Council of Europe.<\/span><\/p>\n

When localizing the European model<\/span>\u00a0of code of conduct<\/span>, Armenia\u00a0<\/span>took<\/span>\u00a0into\u00a0<\/span>consideration\u00a0<\/span>the peculiarities of our country.<\/span><\/p>\n

Member\u00a0<\/span>of<\/span>\u00a0Corruption Prevention\u00a0<\/span>Commission\u00a0<\/span>Lilit Aleksanyan<\/span>\u00a0noted \u201cWe must realize that to reduce the risks of corruption, as well as increase the level of trust in the public service can be done exclusively by exemplifying exemplary\u00a0 proper conduct<\/span>\u00a0\u201c, she also added that the effectiveness of the Code of Conduct, which is still in force under the Civil Service Law, has not been very high and it is expected that through the rules of conduct to be invested, the public servants involved in the public administration system will become more ethical.<\/span><\/p>\n

Not following the provisions of the Code of Conduct can cause from the warning even to dismissal, these functions of disciplinary liability are for the person who is authorized to become a public servant.<\/span><\/p>\n
