Rules for persons holding leadership position

As we have already reported, on June 17, 2022, the Corruption Prevention Commission's decision N 01-N approved the Model Rules of Conduct of Public Servants.

Taking into account the importance of the Model Rules of Conduct of Public Servants and the need to raise awareness among the public about them, below we present certain provisions from the code of conduct.

1.     Person holding a leadership position in the public service shall set an example and personally observe the requirements of behavior that he/she expects from others.

2.    Person holding a leadership position in the public service shall clearly understand the policies and objectives of the public authority body or department, duly inform thereof subordinate public servants.

3.    Person holding a leadership position in the public service, in consultation with the integrity facilitator/integrity affairs organiser or the ethics committee/commission shall, as needed, respond to questions regarding proper implementation of the Rules.

4.    Person holding a public service leadership position shall protect legitimate interests of public servants and other employees under his/her authority during the performance of official duties, by intervening in case of any harassment or other unfair treatment towards them.

5.    Person holding a public service leadership position shall prevent his/her subordinates from performing unreasonable actions or making decisions during the performance of official duties, exclude discriminatory behavior on his/her part in labor relations, as well as the abuse of superior authority.

6.   Person holding a public service leadership position shall not give instructions contrary to the Constitution and laws of the Republic of Armenia, as well as outside the scope of his/her or the executor's powers.

7.    Person holding a public service leadership position shall take mandatory effective steps in order to ensure the course of further actions in relation to them in case of receiving reports on corrupt actions and other violations by public servants and other subordinate employees.

8.   Public servant shall take all reasonable steps to ensure awareness of the laws, rules and principles of public service among public servants and other subordinate employees, and be consistent in their observance.
